After UN tries to sanction the Northeastern Africa Republic of Wadiya, President Prime Minister Admiral General Haffaz Aladeen flies to United States to give them his speech. But shortly after he arrives to the Lancaster hotel, his uncle Tamir hires a hitman to kill Aladeen. His double is used instead of him to sign the democratic constitution. But luckily, Aladeen manages to escape and finds a boyish girl, Zoey, who offers him a job. He rudely refuses. But after he finds his former nuclear expert, Nadal, they dedice to use Zoey's little shop as a tool to get closer to Lancaster hotel. He needs to find a beard and infiltrate the hotel, so he can tear the constitution in pieces and keep dictatorship in Wadiya. But just before he can do it, he realizes that there is something beautiful on democracy, and when he compares it to the Zoey, he finds that he loves her. He declares new constitution, but in the end, he can't let go some things he loved to do.
