NSA agent Augustus Gibbons (Samuel L. Jackson) must come up with a new strategy in order to break up a Russian Crime Ring, Anarchy 99. After the latest failed attempt, he enlists the help of Xander Cage (Vin Diesel), an extreme athlete who is scared of nothing. When Cage steals a California Senator’s car and crashes it, the FBI breaks into his house and drugs him. When Cage awakes, he attacks those involved. Gibbons quickly informs him the break-in was a test and that he passed the test with great success. Cage wants nothing to do with Gibbons and refuses to help him, but when Gibbons offers him the opportunity to have his criminal record completely erased in exchange for his help, the offer is too good for Cage to refuse. Cage will help Gibbons break up Anarchy 99.

Anarchy 99 is working on biochemical weapons that are threatening the security of the United States and they must be stopped. Cage must go after Anarchy 99’s leader Yorgi (Marton Csokas). Pretending to be on their side, Cage wins Yorgi over and is invited to join the group. Now on the inside, Cage uses the information he gains to plot a plan to destroy Anarchy 99. Complicating matters, Cage falls in love with Anarchy 99’s own Yelena (Asia Argento). Will Cage be able to complete his mission, clear his criminal record, and get the girl?
